What about lease programs? A lot of people are moving toward leasing instead of buying, which completely changes the equation with or without the tax credit. Leasing companies can take advantage of credits in ways individual buyers can't.

Has anyone looked at how other countries are handling EV incentives? Europe and China have different approaches that might give us clues about what works best.
